In Orwell's 1984 the State forced surveillance on people. In this reality people are doing it willingly. Orwell was surveilled by MI5 and some say he may have been an agent himself as he worked for the BBC as a propagandist during the war. If true, it would explain how Orwell knew so much of the playbook. Maybe he developed a conscience and shared the truth with the world via fiction.
