It's a secret military base, for all we it could have hidden underground levels. Then they will allow raiders to inspect the base in controlled places. I mean what the heck are people gonna do if they find a huge locked metal vault? Nicely ask them to open it? If they refuse? Then what? Blow it? If you do, be careful this can quite possibly be considered a act of terrorism.
