It only allows those who are in police custody awaiting trial, on parole or probation with a completed sentence to vote, according to Illinois State law. There are 94 percent of inmates at Cook County jail who are able to vote, excluding those who are convicted of a crime and felons. β €β €β €β €β €β €β €β €β € β €β €β €β €β €β €β €β €β € The temporary ballots were proposed by state representative Juliana Stratton this past February. In addition to this new process, Stratton would also like for prisoners to be notified once their right to vote is restored upon their release from jail. β €β €β €β €β €β €β €β €β € β €β €β €β €β €β €β €β €β € As of now, Cook County and Lake County are the only two Illinois jails participating in this process, according to the Chicago Tribune.
